The Georgia Lottery has released information on the 2027 GA COAM License Renewal Period for all Class A and B Master Licenses and Location Licenses. The renewal period begins May 4, 2026. The renewed licenses will be good from July 1, 2026 to June 30, 2027 (or you can take advantage of the NEW multi year licensing process). Lucky Coin wants to make sure that all locations are made aware of the 2027 renewal period. Below is the information from the GA COAM website about the license renewal:

We are pleased to inform you that the COAM licensing application portal (www.gacoam.com) is scheduled to open May 4, 2026, for the 2027 licensing period (07/01/2026 – 06/30/2027) to the following licensees:

  • Master Class A – NEW and RENEWAL
  • Master Class B – RENEWAL ONLY
  • Location Class A – NEW and RENEWAL
  • Location Class B – NEW and RENEWAL
  • Manufacturer – NEW and RENEWAL
  • Distributor – NEW and RENEWAL

Note:  In accordance with O.C.G.A. § 50-27-73(e), the Georgia Lottery Corporation plans to hold a COAM auction for one (1) Class B Master License in April 2027. Additional details will be posted on the COAM Licensing website as the date approaches.

COAM Location Licenses may be renewed for the 2027 license year (07/01/2026 – 06/30/2027) between May 4 and June 30, 2026, without a late fee. Applications submitted July 1 – September 28, 2026, will incur a non‑refundable late fee of $1,000 for Class B Location, Class B Master, Distributor, and Manufacturer licenses, and $100 for Class A Location and Class A Master licenses. After September 28, 2026, licenses for the 2027 license year cannot be renewed. Existing license holders may not submit a new license application to avoid late fees.

Attention Corporate Partners, Licensing Officers, Bookkeepers, and Accounting Firms: Ensure all COAM license renewal applications for your clients or business locations are submitted on time to avoid late fees or licensing issues.


HELPFUL HINTS TO AVOID ANY DELAY IN THE PROCESSING OF APPLICATION
Below are key tips to help ensure timely and efficient processing of your initial or renewal Class B Location License application. The Georgia Lottery Corporation recommends the following:

  • Renew License Before Expiration Date – Licensees are responsible for timely renewal. Renewal is available May 4 – June 30, 2026, with no late fee. Renewals submitted July 1 – September 28, 2026, will incur a non-refundable late fee of $1,000 for Class B Location, Class B Master, Distributor, and Manufacturer licenses, and $100 for Class A Location and Class A Master licenses. Late fees are required by law and cannot be waived. Licenses not renewed more than 90 days past June 30 (by September 28, 2026) cannot be renewed. Renew early to avoid delays.
  • Registration Information – Before logging into www.gacoam.com ensure you have the following ready: username and password, State Tax Identification (STI) number, Federal Employer Identification Number (FEIN), payment method, and all required identification or citizenship documents.
  • Payment of Taxes and State Obligations – Before applying for a COAM license, verify that you have no outstanding tax liabilities or obligations (e.g. missing tax returns). Contact the Georgia Department of Revenue (DOR) at (404) 417-4445 or visit www.gtc.dor.ga.gov to check your status or update officer or owner information if needed.
  • Apply for the Correct License Type and Class – Ensure you apply for the correct type (Master, Location, Distributor, Manufacturer) and class (Class A or B). Locations that have or plan to have both Class A and Class B machines must apply for a Class B Location License. Class A machine owners must apply for both a Class A Master License and a Class A Location License.
  • Updating Officers/Owners/Shareholders – Ensure all officer, owner, and shareholder information is current and consistent with the Georgia Department of Revenue (DOR) and the Georgia Secretary of State (SOS). A Personal Information page must be completed for each required individual. Inaccurate or outdated information may delay processing.
  • Providing Accurate Information – Ensure all application information is accurate and complete, including owner name, address, phone numbers and email address. Do not list accountants or bookkeepers as owners; they should be listed under Business Contacts. The GLC must be able to contact owners directly.
  • Requests for Information – Respond promptly to all requests from Retailer Contracts Administration (RCA) and the Legal Department. Failure to respond may result in denial of your application. If you need assistance responding to an information request, contact Retailer Contracts Administration at (800) 746-8546 (option 4, then 1).

PRIZE REDEMPTION OPTION CHANGES EFFECTIVE JULY 1, 2026

This notice serves as a reminder of upcoming changes to allowable prize redemption options for Coin Operated Amusement Machines (COAMs) that will take effect on July 1, 2026, as required by state law. The information below outlines the redemption options that will be permitted beginning July 1, 2026, along with important planning and compliance considerations.

Prize Redemption Options 
Effective July 1, 2026, only the following prize redemption options are authorized:

        Class A Machines

  • Replays
  • Non-reloadable gift cards
  • Reloadable gift cards
  • Any other form of redemption allowed by law or authorized by the corporation

Class A machines do not allow players to carry over points between games.  These machines may award free replays, extra play time, or non-cash prizes (e.g. toys, gift certificates, or novelty items) in compliance with Georgia law. Points, tokens or tickets may only be redeemed for non-cash prizes.  The wholesale value of any non-cash prize per play may not exceed $50 (see O.C.G.A. § 50-27-70(b)).

        Class B Machines

  • Replays
  • Lottery products
  • Non-reloadable gift cards
  • Reloadable gift cards

Planning and Compliance Considerations
For Class B COAMs, Location License Holders may offer lottery products, gift cards, or both. Offering both is not required and is solely at the discretion of the business owner or operator.
To ensure continued compliance after July 1, 2026, please review your current business status and take the following steps, if applicable:

Lottery Retailer Status:   

  • If you are not currently a Georgia Lottery retailer, begin the application process if you intend to offer lottery products as a redemption option.  To apply contact your nearest a Georgia Lottery District Office or the Georgia Lottery Headquarters in Atlanta, or visit:

  • Current retailers should ensure adequate lottery inventory to support prize redemption.

        Gift Card Retailer Status:   

  • If you are not an approved gift card retailer, you must independently establish a relationship with a gift card provider.  
  • Gift cards may only be loaded with value won from COAM play on licensed premises by the licensee, employees, or a self-service device.  Gift cards may be used off premises but cannot be redeemed for cash, change, or currency (see O.C.G.A. § 50-27-71.1(b)).

Taking these steps in advance will help avoid disruptions to your COAM operations when these requirements take effect.


MULTIPLE YEAR LICENSE APPLICATION INFORMATION

First-Time Multiple Year License Applications: Beginning May 4, 2026, licensees have the option to submit a Multiple Year License Application, allowing extension of a license for one or two additional years upon issuance or renewal.  To use this option, you must first submit your 2027 license application (07/01/2026 – 06/30/2027) online at www.gacoam.com. The Multiple License Year Applications must be downloaded and opened in Adobe Acrobat or Acrobat Reader.  One form covers all license types, and it can be found at: https://www.gacoam.com/API/Documents/Document?documentID=799

Carefully review all instructions before uploading the completed form to the SharePoint site. 

Note: If you are only applying for the 2027 licensing year, you do not need to complete the Multiple Year License Application.

Important Information for Licensees Who Submitted a Multiple Year License Application Last Year: Licensees who submitted a Multiple Year Licenses Application and remitted payment to the Georgia Lottery Corporation (GLC) will receive an email by June 2, 2026, with the instructions on next steps to receive their 2027 license.  Decals are not included and must be ordered separately each year by the Master License Holder.  Decal orders may begin after June 2, 2026.  Licensees who submitted a Multiple Year License Application without payment will be notified of denial and must submit a new online application for the 2027 license year.  This application applies only to your COAM license.  


OTHER IMPORTANT DATES FOR COAM LICENSING

May 30, 2026 
Last day to apply for a new Location license (Class A and Class B), Master Class A license, Manufacturer License or Distributor License for the 2026 licensing period (07/01/2025 – 06/30/2026).  Note: This deadline applies only to 2026 COAM licenses.

June 30, 2026 
Last day for Master Licensees to purchase additional Class A and Class B decals or Location Licensees to add Class A and Class B machines for the 2026 licensing period (07/01/2025 – 06/30/2026).

July 1, 2026 
Late fees begin for the 2027 licensing period (07/01/2026 – 06/30/2027):

  • $1,000 late fee – Class B Location, Class B Master, Distributor and Manufacturer licenses.
  • $100 late fee – Class A Location and Class A Master licenses that have not yet RENEWED for the 2027 licensing period (07/01/2026 – 06/30/2027).  

Existing licensees may not submit a new application to avoid late fees.

September 28, 2026 
Last day to renew all COAM licenses for the 2027 licensing period (07/01/2026 – 06/30/2027) with a late fee.  Any licensee not renewed by this date cannot operate COAMs for the remainder of the licensing period. This deadline typically falls on September 28 each year.  If the date falls on a weekend or legal holiday, the deadline extends to the next business day.
